During the Power Women in Advocacy Reception on December 9th conference organizers will recognize excellence in advocacy in five categories.
Excellence in a Federal Issue Campaign Excellence in a State Issue Campaign Excellence in a Campaign for Women Serving Women Excellence in Advocacy by a Veteran Practitioner Excellence in Advocacy by an Up and Coming Practitioner.
The following power women in advocacy will be judging this years nominations.
Josephine S. (Jo) Cooper is chief executive of Josephine Cooper LLC, a Washington-based consulting firm which provides crisis management, public affairs and communications services to companies, trade associations and individuals. For almost 7 years, she served as group vice president for public policy and government/industry affairs for Toyota North America, playing a leadership role in public policy advances initiated by Toyota and the auto industry. In September, 2010, Ms. Cooper retired from Toyota and now leads her own consulting firm.
As group vice president, public policy and government/industry affairs for Toyota North America, Ms. Cooper had primary responsibility for the direction of Toyota’s public policy activities, including federal and state government affairs, legislative, regulatory and compliance issues. She was instrumental in achievement of the industry’s “one national program” for vehicle fuel economy standards for 2010-2016, culminating in a White House ceremony hosted by President Barack Obama with auto industry CEOs. Ms. Cooper recently managed the company’s Washington response to the vehicle safety challenges experienced by Toyota.

Linda Dooley.
Linda Dooley is president of the Bryce Harlow Foundation, a non-profit educational organization based in Washington, DC, that promotes integrity in professional advocacy and educates teachers and students about the important role that advocacy plays in the development of sound public policy.
Before moving to Washington, DC, Linda worked in education in California. She taught regular and special education and spent most of her career as an assessment specialist, providing diagnostic, academic and sensory-motor testing to children with learning disabilities. When her husband, Cal, was elected to Congress in 1991, Linda served several years as the executive assistant to Dr. Patricia Woods of the Woods Institute, an adult education organization that specializes in courses in American government. She also worked for several years as a part-time director in the student employment office at Georgetown University.
Linda holds a Bachelor of Science degree in child development from Cal Poly, San Luis Obispo, a masters’ degree in Education Administration from Cal State Bakersfield, and several teaching and administrative credentials. Linda is married to Cal Dooley and has two grown daughters – Brooke and Emily.
Juanita Duggan.
Juanita represents companies with respect to executive and financial management; advocacy before government, industry, media and related constituencies; and policy development, strategy and execution.
Before joining Brownstein, Juanita was President and Chief Executive Officer for the American Forest and Paper Association where she represented companies in the forestry, timber and wood/paper products industry. From 1998 to 2006, Juanita was President and Chief Executive Officer for the Wine and Spirits Wholesalers of America. In this position she served as primary spokesperson and advocate for the industry to government, industry, media and related constituencies.
Prior to that, Juanita worked as Vice President for Federal Relations at Philip Morris Management Company, Inc. In this capacity, she provided strategic and political advice and lobbying assistance to the CEO, General Counsel and Vice President for Corporate Affairs. Juanita was primary liaison and lobbyist with House and Senate Leadership and key Committees and directed corporate charitable contributions for the Washington Relations Office.
